When is the ideal month to do this hike?

I would do it when the cables are up. They are usually put up on Memorial Day weekend (weather permitting) and taken back down after Columbus Day. Avoid weekends and holidays, and if possible, go later in the season. This time of year is ideal.

Of course, all of this depends on whether you can get a permit.
